Definition English:   The accumulation of incomes collected, through payments in advance on behalf of a population to eventually transfer it to suppliers, and management of the same in order to ensure that the risk of having to pay for services is covered for all members of the pool (or common well) and not for each individual in particular form. The pool is important to ensure the efficiency and equity of the financing system as it not only dilutes the risk and the expected contribution of each member (as well as the transaction costs decrease as the funds are integrate); but also, the funds pooled with solidarity financing, allow the redistribution of resources from healthy individuals to sick, from young to old and those who have more to those who have less. Taxes are a way to pool resources into one common well for health. Pooling can combat segmentation by lowering transaction costs and increasing the efficiency of the health system.
